The modernization of education in Bhutan, beginning in the 1960s, was one of the most dramatic social transformations in the country's history. Within a single generation, Bhutan went from a society with no secular schools to one with universal primary education.

Overview

The introduction of modern secular education in Bhutan beginning in the 1960s represents one of the most rapid educational transformations in world history. Within a single generation, a country with no secular schools and literacy rates below 10% achieved near-universal primary enrollment.[3][2]

Before Modern Education

Prior to the 1960s, the only formal education in Bhutan was monastic education — Buddhist monastery schools teaching religious texts, philosophy, and ritual. Secular knowledge, literacy in modern languages, mathematics, and science were largely absent.

The Transformation

The Third King, Jigme Dorji Wangchuck, launched the first modern schools with Indian assistance in the 1960s. English was chosen as the medium of instruction — a decision that would connect Bhutan to the global knowledge economy but also created tensions with Dzongkha and local language preservation.

Impact

Modern education enabled Bhutan's democratic transition, created a civil service capable of governing a modern state, and produced the educated workforce needed for economic development. It also created the youth unemployment challenge as educated graduates outnumber available white-collar jobs.
