Bhim Subba

Bhim Subba is a former senior Bhutanese official and author. He served as Director General of the Department of Power in the Royal Government of Bhutan, the body responsible for the country's electricity and hydropower sector.^[1]

Of Lhotshampa (Nepali-speaking) background, Subba left government service during the displacement of southern Bhutanese citizens in the early 1990s. He later wrote Himalayan Waters: Promise and Potential, Problems and Politics, published by Panos South Asia in 2001.^[1]

Career

As Director General of the Department of Power, Subba held a senior technical and administrative role in Bhutan's energy administration, a sector central to the country's economy through its hydropower exports to India.^[2] His departure from the civil service coincided with the wider displacement of more than 100,000 Lhotshampa from southern Bhutan during that period.

Himalayan Waters

Himalayan Waters: Promise and Potential, Problems and Politics (Panos South Asia, 2001; ISBN 9789993330479) runs to 286 pages and examines water resources across the Himalayan region.^[1] The book covers hydropower development, river systems, irrigation and the political dimensions of trans-boundary water sharing among South Asian states including India, Nepal, Bangladesh, Pakistan and Bhutan.^[2] Subba's standing as a former head of Bhutan's power department gave the work a practitioner's perspective on the region's water and energy questions.
