Between 1993 and 2001, Bhutan and Nepal held 11 rounds of bilateral talks attempting to resolve the refugee crisis. The talks ultimately failed to produce a repatriation agreement, leading to the third-country resettlement solution.

Overview

Following the mass displacement of over 100,000 Lhotshampa to Nepal in the early 1990s, Bhutan and Nepal engaged in bilateral talks[1] between 1993 and 2001, holding 11 rounds of ministerial-level discussions aimed at resolving the crisis.

The Talks

Key issues included:

  • Classification of refugees into categories (genuine Bhutanese, voluntary emigrants, criminals, non-Bhutanese)
  • Conditions for return — Bhutan insisted on individual verification; refugees demanded collective recognition
  • The Joint Verification process in Khudunabari camp (2001-2003)

Failure

The talks failed due to fundamental disagreements: Bhutan classified most refugees as voluntary emigrants with no right of return, while refugees and international observers considered this characterization a denial of forced displacement.[4] The failure of bilateral talks ultimately led to the third-country resettlement program as an alternative solution.
