- Gup — gewog headperson, presiding over the local development committee
- Mangmi — deputy headperson
- Tshogpa — village representatives
- Thrompon — mayor of a thromde (municipality)
Significance
Local governance is where Bhutanese democracy is most directly experienced. Local leaders make decisions about roads, water supply, schools, and community development that affect daily life. Women's participation at the local level has been higher than in national elections.
