Paro College of Education
Paro College of Education is a constituent college of the Royal University of Bhutan located in Paro dzongkhag. Established in November 1975 as the Pre-school Care Training Centre, it is the second of Bhutan's two teacher training colleges and the principal national institution for primary teacher education.
Paro College of Education (PCE) is a constituent college of the Royal University of Bhutan located in Paro dzongkhag in western Bhutan. It was established in November 1975 as the Pre-school Care Training Centre and is the second of Bhutan's two principal teacher training colleges, the older being Samtse College of Education.[1]
Within the Royal University of Bhutan's teacher education structure, Paro has traditionally specialised in primary education while Samtse has focused on secondary teacher training. Both colleges now offer programmes spanning the full school spectrum, but Paro retains a distinct emphasis on early childhood care and development, primary pedagogy, and the training of teachers for the foundational years of schooling.
The college sits in the upper Paro valley at an elevation of around 2,200 metres, a short distance from Paro town and the Paro International Airport, and forms part of the cluster of Bhutanese institutions in the valley alongside the Ugyen Wangchuck Institute for Conservation and Environmental Research and the National Museum of Bhutan.
Founding and early development
Paro College of Education was established in November 1975 as the Pre-school Care Training Centre, with a mandate to train teachers for the country's expanding primary education system. The decision to base the centre at Paro reflected the valley's good road access from Thimphu, the existence of suitable land for a campus, and the wish to spread tertiary educational facilities beyond a single location.[2]
The institution was reconstituted as the National Institute of Education–Paro in the early 1980s, in parallel with the renaming of the Samtse Teacher Training Institute. Throughout the 1980s and 1990s NIE–Paro produced the majority of Bhutan's primary school teachers, with two-year certificate programmes complemented by in-service training for serving teachers. The college began offering Bachelor of Education programmes in the late 1990s.
Royal University of Bhutan
With the federation of the Royal University of Bhutan in 2003 the institution was reconstituted as a constituent college and renamed Paro College of Education. Degrees from that point have been awarded under RUB authority. The college's mandate was reorganised to focus on primary teacher education, including early childhood care and development, while continuing to offer secondary-level subjects in collaboration with Samtse.[3]
Programmes
PCE offers Bachelor of Education programmes for primary teaching across subject specialisations including English, Dzongkha, mathematics, science, social studies and physical education, together with a Bachelor of Education in early childhood care and development. The college also offers a Postgraduate Diploma in Education and a Master of Education programme. In-service offerings include short courses and modular programmes designed for serving teachers preparing for promotion or specialised roles.[4]
Areas of research and curricular emphasis at the college include early childhood pedagogy, inclusive education, Dzongkha-medium teaching at the primary level, environmental education and the integration of Gross National Happiness values into the school curriculum.
Campus and student life
The PCE campus comprises classroom blocks, science and information technology laboratories, a library, hostels, a multipurpose auditorium, sports facilities and a demonstration school used for teaching practice. Total enrolment is typically around 700 to 1,000 students drawn from across Bhutan, with strong female participation in early childhood and primary education programmes.
Comparison with Samtse College of Education
The two RUB colleges of education share a common organisational structure but differ in geography, climate and disciplinary emphasis. Paro, at high elevation in a temperate western valley, focuses primarily on the foundational years of schooling and on early childhood care and development; Samtse, on the southern plain at low elevation, emphasises secondary teacher education and a broader range of subject specialisations. Together the two colleges supply the bulk of qualified teachers entering Bhutan's government schools each year.[5]
