The licensing system is overseen by the Tourism Council of Bhutan (TCB), the apex government body responsible for tourism policy, promotion and regulation. Tour operators serve as the primary interface between international visitors and the Bhutanese government, handling visa applications, itinerary planning, accommodation, transport and the collection of the Sustainable Development Fee (SDF) on behalf of the Royal Government. No tourist visa can be issued without sponsorship from a licensed operator.[2]

Licensing and Registration System

To operate legally in Bhutan's tourism sector, a company must obtain a tour operator licence from the Department of Tourism. The licensing process requires the applicant to be a Bhutanese national or a company with majority Bhutanese ownership, to demonstrate adequate financial resources, and to maintain trained staff including certified tour guides. Licensed operators are assigned a unique licence number, which is recorded in the official registry maintained by the DoT and displayed on the Bhutan Tourism Services Portal at services.bhutan.travel.[3]

The Association of Bhutanese Tour Operators (ABTO), founded in 2000, serves as the industry body representing licensed operators. ABTO functions as the mutual and official voice of all Bhutanese tour operators, advocating for industry interests, setting professional standards, and facilitating coordination between the private sector and government regulators. Membership in ABTO, while not legally mandatory, is considered a mark of professional standing and is held by the majority of active operators.[4]

How to Verify a Licensed Operator

Tourists planning to visit Bhutan should verify that their chosen operator holds a valid licence before making any financial commitments. The official methods of verification include:

  • Bhutan Tourism Services Portal (services.bhutan.travel) — The portal maintained by the Tourism Council allows visitors to search for registered tour operators by name and view their licence number, location and contact details.
  • Tourism Council of Bhutan website (tourism.gov.bt/tour-operators) — The TCB maintains a searchable directory of all registered operators with individual profile pages.
  • ABTO Members Directory (members.abto.org.bt) — The Association of Bhutanese Tour Operators publishes a directory of its members.
  • Direct enquiry — Tourists may contact the Department of Tourism directly at hosts@tourism.gov.bt or the toll-free number 2300 (within Bhutan) or +975 1712 2257 (international).

Any operator unable to provide a valid DoT licence number should be treated with caution. The Tourism Council has issued periodic advisories warning tourists against unlicensed agents, particularly those operating from outside Bhutan who may not be authorised to handle visa processing or SDF payments.[5]

Tourism Policy Framework

Bhutan's approach to tourism is governed by the principle of "High Value, Low Volume," which seeks to attract fewer visitors who spend more per trip, thereby maximising economic benefit while minimising environmental and cultural impact. The centrepiece of this policy is the Sustainable Development Fee (SDF), currently set at USD 100 per person per night for international visitors (effective from 1 September 2023 through 31 August 2027). The SDF is paid in addition to the costs of accommodation, meals, transport and guide services arranged through the tour operator.[24]

Revenue from the SDF is directed to the national exchequer and funds free healthcare and education for all Bhutanese citizens, environmental conservation and sustainability projects, cultural preservation programmes, infrastructure development, and youth development initiatives. The fee thus directly supports the development goals outlined in Bhutan's philosophy of Gross National Happiness.[25]
