The apex body governing tourism policy in Bhutan, overseeing the country's "High Value, Low Volume" tourism model. The TCB regulates tour operators, sets the Sustainable Development Fee (SDF) that all international tourists must pay, and manages destination marketing. In 2022, Bhutan reformed its tourism policy from a fixed daily minimum tariff to a $200/day SDF (later reduced to $100), marking a fundamental shift in its approach to balancing tourism revenue with environmental and cultural preservation.
