Royal Civil Service Commission

An independent constitutional body responsible for ensuring an efficient, transparent, and apolitical civil service in Bhutan. The RCSC oversees recruitment, placement, promotion, and human resource development for the entire civil service, which employs approximately 30,000 people. It administers the Bhutan Civil Service Examination (BCSE), the competitive entry exam for graduates seeking government careers, and maintains the Position Classification System that defines all civil service positions.
