The central planning body of the Royal Government of Bhutan, responsible for formulating and coordinating five-year development plans guided by the philosophy of Gross National Happiness (GNH). Chaired by the Prime Minister, the GNHC screens all policies and projects through a GNH Policy Screening Tool that evaluates impact across nine domains including psychological wellbeing, health, education, living standards, good governance, ecological diversity, time use, cultural resilience, and community vitality.
